The Current N.H. Weather Modification Experimentation
How many times have you looked at the beautiful, clear blue New Hampshire sky and watched in dread, knowing that many of the jets passing by were soon going to turn the sky gray; and then stood there watching as the darkness crept in, wishing to the greatest depths of your soul that there was a way to stop this madness from happening?
There is a way, but most people don’t really want the truth; they just want a constant reassurance that what they believe ...is the truth.
In this case should we tell them, “Don’t gripe; just sit back, put your hands behind your head and enjoy the unknown particulates that you are breathing, eating and living among ...as your daily horizons turn to gray...”
If you have problems with this issue, now is the time to bail out. Personally, I prefer that the sky painting and the Bill I am wishing to eradicate both go away, and as uncomfortable as it may get, I am prepared to go to any logical limit to make it so. Are you with me? In New Hampshire there is a way, and we shall get to that momentarily.
When, in the past, we have brought our wishes, wills and grievances about this issue up with government officials; either they truly do not know what is going on; or if one does have some knowledge of the subject at hand, they tell us little about what is going on; and in very few cases, some anonymous officials have claimed it is to combat climate change.
If, or not, combating climate change is the reason or truth behind this standing Law, right in your face untold amounts of unknown aerosols are being let into the skies, and we are breathing them; and as the aerosol falls, it dissipates and gets breathed deep into the cells of our lungs and bodies. It also affects everything living by being let to exist in our water sources, our wells, our planted foods, the flora and fauna. Therefore we, the tax-paying people of New Hampshire, without our consent, are unwittingly a part of “weather modification experimentation.” Who knows what damages have been done?
There is at the New Hampshire Statehouse, a Bill, in the agricultural laws, and it is worded:
TITLE I
THE STATE AND ITS GOVERNMENT
CHAPTER 12-F
WEATHER MODIFICATION AND EXPERIMENTATION
Section 12-f:1 Weather Modification Experimentation. - Any department or agency may, with the approval of the governor and the council and within the limits of appropriated funds or by means of gifts, donations or grants, engage in and undertake experimentation in the techniques and methods for weather modification, and may cooperate therein with the federal government, with authorized agencies of other states, and with interested persons and organizations.

I read this bill while looking through the laws of N.H. in the late 90’s, and could never quite shake its loose wording, or its meaning. After reading and digesting the scope of that law, and when the sky above me, both here and where I stayed in the southwest for nearly six years began to be turned to gray, nearly daily, the red flags came up for me. This law was still standing when I looked it up again in 2012, and suggested to a former State Rep that she look into this. That she did...
In New Hampshire in 2013, it was then that the turn of focus fell on this bill, and 2013's HB179, and in that meeting it “was killed fast,” as one current Rep has recently stated; it was voted 12/7 to ITL ... they had failed to repeal the law, and I wonder why?
Maybe the Reps were not at that point seeing the dangers of the spraying in our skies... but I know, and am assured that many are awake to it now, just like you, the reader are.
Also, 12: F-1 does not take into consideration the populace that would be sprayed, and is being sprayed upon; and it is most certain that the people of NH very likely would not want to be part of experimental testing, especially without their expressed consent. At that meeting in 2013, it is my belief that these facts were left unsaid.
This bill was ITL'd (killed) and the law was left there intact in 2013 for some reason, and I wish to know what purpose it serves, and if there is no answer forthcoming, I would like to know why it would remain in existence....? Especially when another State Rep has stated last night after some research that, “It also said in the notes that this law has never been used. That makes me want to repeal it.”
When, since 2001 I have brought this issue up with far more than a couple Senators, and more Reps in personal conversations, for the most part, as I recall, their answers were about the same as what the Current State Rep states above. But after that, I hear Crickets.
Again, I wonder why this Bill remains, especially when just moments ago, as I am penning this article another State Rep phoned me whom I have known for years, and ending our conversation, verbatim said, “I was told by you in 2014 that there is a bill known as Weather Modification Experimentation, which I have since read, and, which of course ...the wrong of it cannot be denied by anyone who can see the sky ...and not know that it is occurring! And damn it all, it IS happening without the knowing consent of New Hampshirites who have no choice but ... but to live with the fact that the sky is being manipulated ...is pretty bad.”
“Don’t you think so Mark?”
Before I could answer him, he said, “At this point the gut feeling left to me ...speaks loudly... It says, “Manipulated sky, and so am I...” We were both quiet for a moment, speechless, and then he ended the call...
Let me give you a short history of 12-F:1.
Another State Rep, whom I have not yet had the honor of meeting, did some homework last night, and posted his findings on Facebook. They read thus:
“As it turns out, that RSA text originated in 1953, originally as HB412, and was previously under RSA Chapter 432...agriculture statutes were reorganized in 1985, which is how we got RSA 12-F.
I came across that information by looking for bills that referenced RSA 12-F, and found only one since 1989: 2013's HB179, which sought to repeal 12-F (you'll recognize at least some of the sponsors). That bill was recommended ITL 12-7, where the motion passed the full House on a voice vote.
The archived committee hearing notes for HB179 are interesting. They even include scanned archives from the 1953 bill's hearing notes. In it, they mention performing weather experiments on top of Mt. Washington. They mention that GE, among others, was interested in this. They also asked that if anything drifts into Maine, would NH be liable...”

~summing up~
The filing period for Reps has ended for this year. The Senators might still have some time. Talk to your Rep or Senator today, and see if they are acting upon this issue.
You may see that after one studies the situation... it may be imagined and found that this bill could possibly be used in some very dangerous fashions. It is toothless in its scope, boundaries and allowances, and is left to the sole decision of the governor, as seen fit for his use, if needed.
Although our current governor does not seem to present one with worry that he would use this law with bad intent, what happens if we get next a tyrant, or after the next we get an authoritarian personality ...who has this law at hand, and uses it against the people, because it was within his powers, but never removed? That is called bio-warfare, and I am not sorry to be extreme and ask, “Look, mean things happen in our world daily, and some people are monsters; what could we do after the fact, if we were surprised by something of this nature and had no time to properly react? The answer is nothing. Say bye bye, and Die...”
Lately, nothing in this world surprises me anymore. But I don’t wish to be the next victim of my own inaction when this “supposedly” useless law stands in effect because nobody did or said a thing about it, and especially when we are told that this law has not been used.
What will your kid think of you later, if affected by the results of this law, if the kid knew that you did not act when the time to strike was at hand, and all you had to do was turn off the TV for a week or two and begin sharing, having some good discussions and appear at the Statehouse once or twice if need be to testify? I don’t agree that it is too extreme to ask ourselves, “Do our young need the insecure feeling that they may face biological terror in some dangerous form which could overpower or eradicate their life in the future?”
It is hard to look at these things, and see in that fashion into the future, but if the current bad and political socialist circus that seem to be accelerating are not reigned in right now, this law could be an option or tool used against the people, inexpensively and with total lethality. This law, in that context is most certainly a deadly weapon in the wrong hands, and serves no good purpose for the people of New Hampshire. Show me one good reason to keep it. Change my mind ...or give me the law repealed as a result!
Over the years I have heard the excuses from officials that it “may be used to seed for rain, or to create snow for the skiers and slopes.”
In 2008 I bumped into by coincidence, a man that I have known since the seventies. I have been lead by this certain personal, sober and older than me, longtime friend, (I miss him, though he is now a leftie on the left... [he calls it the left coast] or upper west coast) who is a very well informed, well schooled meteorologist’s editor, with his eyes toward the ceiling he told me ...to think that it is very possible the seeding for rain or snow is happening, or has happened. He has many times in the past exhibited genius when ever we’ve talked of weather related information and its history.
Against that backdrop, with my gut feelings and my recent research, these comments fed us by officials are just that, excuses, or extremely ignorant forward dictations of what they’ve previously been told, but which is still meant to throw people off of the trail towards discovering the truth.
Please explain to me why they clung to this bill, if it has never been used. It certainly must have some purpose, and if that purpose cannot be explained, this bill should be on its way to the trash bin.
If this bill is not removed by your actions, hands and voices in quick measure, all too late... it will be reintroduced in 2021, then again, we will need people to bring it up loudly in all forms of media that are possible, and to come and testify.
Don’t you agree, and think it is time to post that bill on all of your websites, and share and pass it forward, as well as this information; to make aware... your fellow people of New Hampshire, to the duping they have gotten?
If you and I do not act upon this now, and do not pressure our Reps and Senators, the spraying will continue. For your progeny, please let us not... let that happen.
New Hampshire, my home State... has been proudly known for being first in many things and ways; may we set an example for the several other States by eradicating this repugnant, though innocent looking law, and clear the air ...while we are at it!
