Omnibus - This term describes the corrupt and illegal act that Congress conducts every year wherein it compiles all 12 spending bills and places them into one giant bill. By forcing everyone in Congress to vote 'yay' or 'nay' on one bill instead of 12, some politicians can hold the government hostage (threaten a shutdown) or place their horrible poisonous policies into the bill.
